This page will not be shown to the user unless one of the products has been flagged with the "Keyword Required" option in the KagiAuthor app. It will, however, show up in the Contents menu, though grayed out in this case.
If multiple products have that option checked, they will all appear in this list, and the user must type in a keyword to each field before Register will allow them to continue.
